Oh, for those not interested in participating to any extent: just say so, it's cool, we'll disperse and do a draft. But IF you want back in... we can just regenerate your roster as it last was, because who cares?

NWDKWA Memphis Owner Dylan Harris & Vice President "Uncle Jun" Akiyama announce First ever NWDKWA Memphis World Champion will be determined in a "Champion's League"
At a press conference today in Memphis, the upstart NWDKWA Memphis group and it's brass announced its card for their debut show for Valentine's Day, announced their plans for determining the first ever Memphis World Champion, & gave brief comments on other comings & goings.
The conference started off with an introduction to the Champion's League concept, featuring 4 Blocks of 4 wrestlers taking place in different areas worldwide, with the Semi-Finals and Finals taking place in Memphis, Tennessee. Dylan commented about Memphis' aggressive tactics by saying: "The other owners? They aren't as sexy as me and they don't think as sexy as me. I'm on the Galaxy Brain level of booking right now. This is a TRUE World Champion getting crowned right off the bat. This isn't like other companies. Every single person will have a chance to be World Champion as long as I have a say. But they'll have to earn it."
Akiyama chimed in via translator that he came up with the ideas mostly himself, noting Dylan's lack of football knowledge. Dylan disagreed mentioning he has multiple people that can attest to his Fantrax Fantasy Premier League success.
Following that was some questions in which Akiyama mentioned his role in the company being of importance, but his true goal is one more World Title Run. He mentioned "This is the first time in my career I'm at peace and want to be the Ace." Both men were questioned about the city & spoke positively of it, Dylan calling it "Wrestling Mecca" and honored to call it his hometown.
Things took a turn when asked about a potential women's division. Akiyama said: "It's fledgling to start. We've got the highest caliber of female wrestlers but only 3. There will be more though." Dylan followed up by stating that "I value quality over quantity quite frankly, men or women. I know I'm known as the Sky Blue Hot Blooded Young Man, but looks ain't gonna get it done. This is the most unsuperficial company in existence. People don't even know is being a great wrestler is my top kink. And with myself, my looks, my genius, & Uncle Jun & his...genius. We're confident that the world's best women's wrestlers will compete in Memphis." He mentioned once they get around 5 or so more they'll set up a proper women's title and it will be every bit as valuable as any Men's Title.
When asked about the large abundance of International Talent for a Memphis based company Dylan cut that off immediately saying: "Wrestling's for everybody. Isn't it about time we stop living in the past? This company isn't about big talkers or where someone's from. This is about wrestling. As for the company, I'm probably the least racist man alive. Just look at my dating history. America. Puerto Rico. London. Bangladesh. Philippines, Canada. México. Texico." Akiyama interrupted by stating Texico was just a phrase & not a real place so that shouldn't count, Dylan responded with "It's true. She was a cool Texan though. The point is this is an International company and everyone has a home in Memphis. And I loved them all, brother. Every single one."
Dylan left the press conference after starting to tear up in a show of emotion unexpected from the handsome & brash Memphis owner.
Akiyama finished things off hyping the debut by stating that every one of the people for the qualifiers are on the chopping block due to their last year. Through injury, changes in scenery, or just being put on the backburner their stock has dropped, & each Block having a bit of a Wild Card adds some drama. He mentioned he looks forward to stepping into the ring with those 7 Men who are among the world's greatest and testing himself, and mentions the Champion's League draw will be random, but he specifically wants to test his protege, Kento Miyahara in Block Action, though they'll be teaming on the debut show. To close things out, when asked who his most dangerous opponent would be, he responded by simply saying "Myself."

ALSO: I'm TEMPTED to create a rule here you don't get to have multiples of one wrestler just from them being in your top ten but not high vote in both 2017 & 2018. (Or 2016 & 2017, you you know what I mean.) Either you just don't get bonuses for those or you move them down to your top ten without them.
Or we do nothing. I have no clue.

Are multiples used PURELY for trade fodder? I would almost say no more multiples BUT I get there place for that expressed purpose. Anyway, I am cooking something simple up for card #1.

Multiples are just trade fodder, yeah. There's several options here (no more multiples, you can't gain multiples off of the same year from this point forward, you can't have multiples of the same wrestler after two different years' worth of lists at all...).
You can go a third way and say that you get bonuses but not multiples, so you can haxe [X] of bonuses but from after #10 and that this can even be applied retrospectively. Example being that you could use a bonus to take Anthony Henry since he was your #11 from 2016, though that could be overly complicated.
