Dunne's output has clearly been hurt by the restrictions his WWE UK contract have put on his outside bookings. He's only four matches ahead of his WWE output last year but his non-WWE stuff (81 other bookings last year, 6 this year) has given him less opportunities to shine. I hope his seemingly permanent move to NXT proper will result in more regular matches states-side.
What I have seen of him remains high level, but outside the Walter match in NY (which was temporarily my match of the year for all of 24 hours), he really hasn't had any classics this year. His match with Cole last month was very good, but not on the level of where he was in 2017 and 2018.
